Following an American example, the Dutch Amsterdam Public Health Service has developed a Self-Sufficiency Matrix (SSM-D) tool to measure the self-sufficiency of vulnerable people quickly and easily during intake and over time. Eleven areas of daily life (income, day-time activities, housing, mental health, physical health, family relationships, addiction, general daily skills, social network, social participation, judiciary) are given a self-sufficiency rating . This provides a quick, easy, standardised and reliable insight into the daily functioning of a client. Public mental healthcare service providers have received the SSM-D as a useful instrument that links in with their working methods. The SSM is used by service providers, policymakers and researchers and researchers.
The pilot
The G4-USER Academic Collaborative Centre, a Public Mental Health alliance between Public Health Services and universities of the 4 major cities in the Netherlands, is currently detailing plans to gather SSM data in a joint databank and to analyse them. Now would be a unique opportunity for interested European cities to link in; it would facilitate international comparisons of the characteristics and development of the target group and of promising interventions. The project is carried out in collaboration with the European Metropolitan network Institute (EMI) http://www.emi-network.eu/
Therefore we invite EU cities who wish to use the SSM in their own cities for care institutions for homeless people and roughsleepers and who are willing to invest by means of willingness;
- To attend training in the use of the SSM;
- To be coached by the Amsterdam developers in adjusting the tool to their own local situation;
- To visit Amsterdam on two occasions for two days for that purpose and to bear their own expenses (accommodation, food). The training and the coaching are free of charge;
- To provide the data in digital format to the Amsterdam Public Health Service for inclusion in the database under the conditions imposed by the Amsterdam Public Health Service.
